Some fat deposits are genetically stubborn and stay put at any weight. The choice is mainly between removing those fat cells surgically and reducing them non-invasively over several weeks.
The number of fat cells you carry is essentially fixed after adolescence, and where they sit is largely inherited. When you lose weight those cells shrink, but they do not go away, and the areas that were always the last to change stay the last to change. That is what people mean by stubborn fat: a pocket that has stopped responding to the same diet and training that are working everywhere else on you.
The treatments split into two camps, and that split is the decision. Surgical removal takes the fat cells out of the body in one procedure, with anesthesia and a real recovery. Non-invasive treatments damage fat cells and leave your body to clear them over the following weeks, with no downtime and a more modest, less predictable result per session.
One thing is true of both. Neither is a weight loss treatment, and neither reaches the fat that sits behind your abdominal muscles rather than under your skin. These are contouring options for a body that is already at a stable weight.

Liposuction is the most complete and predictable option we have. A small cannula removes fat directly, so what comes out is gone, several areas can be treated in one session, and the shape you have once the swelling settles is the shape you keep. What it costs you is anesthesia, a few days of genuine recovery, compression garments, and three to six months before that final shape appears.
Two variations change how the fat is loosened before it comes out. Vaser Liposuction uses ultrasound energy to break fat apart while leaving nerves, vessels and connective tissue more intact, which makes it gentler on the tissue and better suited to detailed work where definition matters. Smart Lipo uses laser energy instead, and the heat it puts into the underside of the skin causes some contraction as it goes, which is useful when there is mild looseness over the pocket.
The non-invasive treatments all injure fat cells and let your body carry away the debris over the following weeks. CoolSculpting Elite does this with controlled cooling: the applicator draws a pocket of tissue in and holds it cold enough to crystallize fat cells while leaving skin unharmed, which is why it suits a well-defined pocket you can pinch and lift. SculpSure uses laser heat through flat applicators that lie against the skin, so it handles flatter areas that will not pull up into a cup.
Two devices treat a whole region rather than a pocket. Vanquish ME never touches you. A panel hovers above the abdomen and flanks and heats the fat layer across a broad field, which suits someone whose complaint is the entire midsection rather than one bulge. Liposonix focuses ultrasound at a set depth below the surface to destroy fat in the focal zone, and it is aimed squarely at the waistline. It is comfortable for most patients, and there is no downtime afterwards.
Exilis Ultra is the one that works on two layers at the same time. Radiofrequency can be set deep enough to heat the fat layer or shallow enough to tighten the dermis above it, and different handpieces and settings are chosen for the area being treated, so the pocket comes down while the skin over it firms rather than being left to drape. That combination is its actual differentiator, and it matters most where a modest bulge sits under skin that has already lost some of its snap. It runs as a course of four treatments spaced one to two weeks apart, with no downtime, and taken purely as a fat treatment its results are comparable to what CoolSculpting, SculpSure, Vanquish ME and Vaser Liposuction deliver.

If you have more than one area, more volume than a hand can gather, or you simply want this settled once, surgery is the honest answer. Nothing non-invasive matches what a single liposuction session removes.
If you have one discrete pocket, your weight has been steady, and you cannot give up a week, a non-invasive treatment is reasonable. Expect a partial reduction rather than an erasure, expect more than one session on the same area, and expect the change to arrive slowly enough that you will see it in photographs before you see it in the mirror.
Two expectations need correcting more often than the rest. These treatments do not lower your weight, and treating a pocket while your weight is still moving produces a result that will not hold. And removing fat does nothing for the skin that was covering it, so if what actually bothers you is laxity rather than volume, fat removal on its own can leave the area looking worse instead of better. That is the case where a treatment that tightens while it reduces is the better starting point, Exilis Ultra if you want no downtime, Smart Lipo if the pocket is small and the skin over it needs tightening too.
